Incomplete documents, incorrect technical details, and submission errors continue to be some of the common issues faced during Fixed Installation (FI) plan submissions for lifts. While many of these issues may appear minor, they can often lead to delays, repeated clarifications, and longer approval timelines during the review process.
To help contractors better navigate these requirements, Emaan Inspection recently conducted a regulatory briefing session for lift contractors from Belift, CH M&E, CA M&E, Luxlift, Meyer Lift, and Eastern Elevators on the latest Fixed Installation (FI) submission requirements under the Building and Construction Authority (BCA) regulations.
Strengthening Submission Accuracy for Lift Contractors
The briefing, led by Engineer Arif Solihin together with SPE Ghazali Embi, shared practical insights on updated submission workflows, documentation expectations, and common compliance issues encountered during reviews.

Participants were guided through key requirements involving:

- Type test certificates
- Refuge space compliance
- Accessibility requirements
- FI submission workflows
- Common documentation errors
The session also covered important technical considerations relating to preparation of FI submission Excel sheets and supporting documents.
Supporting Better Compliance Through Industry Engagement
A key message shared during the briefing was the importance of ensuring submission documents are complete, accurate, and aligned with BCA requirements from the outset to help facilitate a smoother review and approval process.
Beyond the technical sharing, the session also provided contractors with the opportunity to engage directly with Emaan’s engineers, raise questions, and gain greater clarity on evolving regulatory expectations within Singapore’s lift industry.
Participants shared that the session gave them better clarity on documentation expectations and helped them better understand the common issues that could lead to delays during submissions.
